Made an attempt at preventing wmd during overtime. No easy way to test it, if it works, let me know, if it crashes the server or doesn't work, same.

Discovered a setting that had been set incorrectly, the value was milliseconds, so it needed to be 5000, not 5 to make 5 seconds (which was the overridden default), so I have fixed the delay before healing to 3000 milliseconds (3 seconds), figuring that would be about the time that two individuals fight each other, and turned the healing rate up from 16 to 18 to compensate somewhat.
